This is a Cold-War-era aeronautical sextant from the former Soviet Union.
According to collector George Fulford's notes:
Although the USSR made a very dramatic long-range flight from Russia to the USA in the early thirties, like Germany, it concentrated on short-range bombers in WW2. That changed post war, and they had to get onto the celestial bandwagon in a hurry. They were aided, ironically by the German Plath Company, which had moved it’s manufacturing to the East to avoid the Allied bombing. This ended up behind the Iron Curtain and into willing Russian hands; and, what we have here is a brand new, never used, perfect 1988 specimen.
