This is an early automobile altimeter that appears to be from the late 1920s-1930s based upon photos of luxury automobile dashboards of that era, such as Duesenbergs and Bentleys.  The altimeter has the label of both Tycos, a line of instruments made by the US firm Taylor, and B.Fransioli, a Swiss maker of precision instruments in Montreux.

The outer knurled ring rotates, moving the outer altitude scale, in meters from 0-3000, along the inner barometric scale, in cmHG,from 53-79.  

The dial measures ~2 5/8's inches and the outer diameter is ~3.5 inches.
